gnome-control-center is missing important settings

Bug Description
Oneiric's gnome-control-
* There is no icon for accessing the screen saver / screen locking settings (so how does the user stop the PC from automatically locking in Oneiric?)
* The keyboard settings app is missing keyboard layout (so how does the user add another keyboard layout?)
It does have two icons for Ubuntu One, though :)
Is this to be expected or just a bug in my particular installation? Will the missing settings be added in before Oneiric final?

There is a keyboard layout icon now.
However, there is no way to change the font settings (font, dpi, hinting, etc).
