gnome-control-center is missing settings for groups

The system settings in natty and earlier used to allow some basic management of group settings, but this is missing from oneiric's new user management application. The old "Users and Groups" application is still available (but this is perhaps because I upgraded rather than did a clean install) but it is not linked to in gnome-control-center.

Sadly, they're not going to fix it upstream.

Let's close the bug then, the current tools is a simple desktop user utility not a sysadmin one, we should probably recommend other tools for system administrators to install
