Bug Description
I've just upgraded my Ubuntu 10.04 to Ubuntu 10.10 RC and noticed that in the Preferences menu I find 4 different applications that configure "keyboard related" things.
2 of them are for the input methods
1 is for the keyboard type
1 is for the keyboard shortcuts
I feel as though these should all be lumped under a single "Keyboard" application with tabs for the individual items to configure.

I agree but I'm not sure if this counts as a papercut. I think the fix here would be a new app to make available all the functions the 4 you mentions provide.
