Bug Description
The Ubuntu Desktop Team wants to ship gnome-control-
This is a major change as the default "shell" has changed. The Network and Displays panel have been rewritten.

Justification for Delay
=======
We did not push this update before Ubuntu 17.10 Feature Freeze because we didn't want to knowingly introduce regressions. There are 2 patches that need to be rewritten:
- The system-wide network proxy patch
- The Ubuntu Dock settings patch.
All 3 of those big changes landed only about 2 weeks ago or less (new default shell, rewritten Network panel, Ubuntu Dock Settings). There's just a lot going on in the Desktop Team right now!

It's possible that there are regressions in the new shell but we'd like to try to find and fix those in time for 18.04 LTS.

The recent inclusion of gnome 3.25.x packages in Ubuntu 17.10 broke Night Light, display scaling and probably some other settings. Enabling ppa:gnome3- team/gnome3- staging (bumps gnome-control- center from 3.24.3 to 3.25.91) fixed this.
