Bug Description

The Ubuntu Desktop Team wants to ship gnome-control-center 3.26 with Ubuntu 17.10.

This is a major change as the default "shell" has changed. The Network and Displays panel have been rewritten.

Justification for Delay
=======================
We did not push this update before Ubuntu 17.10 Feature Freeze because we didn't want to knowingly introduce regressions. There are 2 patches that need to be rewritten:
- The system-wide network proxy patch
- The Ubuntu Dock settings patch.

All 3 of those big changes landed only about 2 weeks ago or less (new default shell, rewritten Network panel, Ubuntu Dock Settings). There's just a lot going on in the Desktop Team right now!

gnome-control-center 3.25.91 is available for testing in the GNOME3 Staging PPA.

It's possible that there are regressions in the new shell but we'd like to try to find and fix those in time for 18.04 LTS.

The recent inclusion of gnome 3.25.x packages in Ubuntu 17.10 broke Night Light, display scaling and probably some other settings. Enabling ppa:gnome3-team/gnome3-staging (bumps gnome-control-center from 3.24.3 to 3.25.91) fixed this.

    - Needs to be adapted to redesigned Network panel
  * Add dist-old-shell.patch:
    Install old shell. Try it out by running gnome-control-center-alt
  * Rebase and re-enable 92_ubuntu_system_proxy.patch
  * TODO: The proxy button crashes when pressed

  * debian/patches/71_ubuntu_dock_settings.patch:
    - separate the dock settings in its own panel (thanks seb128), rewrite
      the backend and adapt the monitor detection to new upstream method.
      This panel is only available in the ubuntu session.
  * Add specific icons for that new panel.
  * Disable 92_ubuntu_system_proxy.patch for now. We may reenable it if
    we are confident users find that setting useful.
