Yes, it is impossible to set Alt + Shift L in KeyboardSettings->Typing->Switch to next source - it is switching to Disabled - https://db.tt/bChkUX8z

Using gnome-control-center (1:3.6.3-0ubuntu45.2), gnome-settings-daemon (3.8.5-0ubuntu11.2)
