Can't assign normal keyboard layout changing hotkeys in "Keyboard" section of system settings, only in "Text input".

Yes, it is impossible to set Alt + Shift L in KeyboardSettings->Typing->Switch to next source - it is switching to Disabled - https://db.tt/bChkUX8z
