I did a clean 9.10 install. I have gnome-bluetooth 2.28.1-0ubuntu2 and my system is exhibiting the following behaviour
When I mouse over the icon (which is greyed out) it shows bluetooth disabled. When I right click the icon, I only have the choice to turn bluetooth off. When I open preferences I have the option to start bluetooth.
Nothing I try turns it on.
I reported a bug at gnome but was told "Ubuntu is shipping old versions of gnome-bluetooth, with non-upstream patches.
Take it up with them."
