On my system they're not installed because of gnome-desktop-environment (I don't have it installed; in fact, I've never have it installed in all of my installations of ubuntu), but only because of ubuntu-desktop.
gnome-utils and seahorse appears as applications in the list of gnome-app-install, but they're not removable because they're depends.
Since applications should _always_ be removable using gnome-app-install, I see two options:
1. make gnome-utils and seahorse only recommends of ubuntu-desktop (and of gnome-desktop-environment);
or
2. remove them from the list of applications of gnome-app-install.
