some packages should be recomended dependencies

Bug Description

gnome-utils and seahorse are dependencies of ubuntu-desktop, so they're installed by default and cannot be removed using gnome-app-install.
Since they're useless to me, why don't make them only _recomended_ dependencies (so that they're installed by default but can be removed using gnome-app-install)?

On my system they're not installed because of gnome-desktop-environment (I don't have it installed; in fact, I've never have it installed in all of my installations of ubuntu), but only because of ubuntu-desktop.

gnome-utils and seahorse appears as applications in the list of gnome-app-install, but they're not removable because they're depends.
Since applications should _always_ be removable using gnome-app-install, I see two options:
1. make gnome-utils and seahorse only recommends of ubuntu-desktop (and of gnome-desktop-environment);
or
2. remove them from the list of applications of gnome-app-install.

You're right, seahorse can be removed without breaking anything. Gnome-utils can also be removed, but we should probably heavily discourage it.

Using software-center (in Karmic fully updated) I can remove both of them without any problem, so I think that:
* this bug wasn't on ubuntu-desktop (because dependencies are always of "recommends" type), rather on gnome-app-install;
and
* it can be marked as "Fix Released".
