cd gdevilspie-0.5
patch -p1 < xdg_basedirectory.patch
dpkg-buildpackage -us -uc -nc
dpkg -i gdevilspie_0.5-3_all.deb

Confirmed as well, this should already be upstream but the above are the needed commands to resolve this if you aren't familiar with fixing a package.
