I also get this error (raring kubuntu). Commented line 374 and it starts, then when I just tried to start the daemon (which wasn't running) I got:

  File "/usr/bin/gdevilspie", line 558, in on_DaemonAutostart_toggled
    df = xdg.DesktopEntry.DesktopEntry(xdg.DesktopEntry.xdg_config_home + "/autostart/devilspie.desktop")
AttributeError: 'module' object has no attribute 'xdg_config_home'
