Yes, and that is very annoying. The most visible imho, at least to me, is Control-T/Command-T, so let's use that. Go to an all-flash site. For example:

http://examples.adobe.com/flex3/devnet/dashboard/main.html

Click inside, then press Ctrl-T. Not working, arg! Is my browser broken?
