I upgraded from Ubuntu 8.10 to 9.04 and found it painfully slow. I could not make much sense of all the talk on many forums until I came across the appearance settings documentation.
In "System->Preferences->Appearance->Visual Effects" I changed the settings from "Normal" to "None" and now my computer works just like it did before the upgrade. Unfortunately, I have no idea if the setting before was "None", but I suspect so.
