I have the same problem. On 8.10 scrolling was fine, but after upgrading to 9.04 it is annoyingly jumpy and slow when scrolling up and down. This happened on all three of my computers that I upgraded. I have tried firefox and 3 or 4 other web browsers and the result is the same.

I upgraded from Ubuntu 8.10 to 9.04 and found it painfully slow. I could not make much sense of all the talk on many forums until I came across the appearance settings documentation.

In "System->Preferences->Appearance->Visual Effects" I changed the settings from "Normal" to "None" and now my computer works just like it did before the upgrade. Unfortunately, I have no idea if the setting before was "None", but I suspect so.

I hope this is useful to other users.
