I don't understand the problem with changing the migration code to only move the home button when the personal toolbar is not collapsed. We only migrate once, so changing the migration code only affects people who haven't yet migrated. Those people don't have builds that are affected by the changes in bug 415099. Their home button class will never be "bookmark-item chromeclass-toolbar-additional".
