I confirm this bug (I hadn't found it first, so I had filled a duplicate #160452, sorry).
It is not only problematic for WindowMaker but also for Fluxbox users, and it probably affects other window managers too.
I observed the bug on multiple fresh installs of gutsy and it is also reported by other users on the web.
