There are a couple of problems. ATI dropped proprietary support for your card 2 years ago in Catalyst 9-4. Also, Catalyst currently doesn't install on Ubuntu 11.04 ( Launchpad bug 709505 )

Make sure you completely purge fglrx: http://wiki.cchtml.com/index.php/Ubuntu_Maverick_Installation_Guide#Removing_Catalyst.2Ffglrx
