Marvin your solution comes very close for me. On my netbook with 1024x600 (like most netbooks), I'm using 8pt fonts instead of the Ubuntu default, the smaller fonts + your mail-config.ui means that without any panels the settings window fits the screen. In my normal setup where I have a top panel and no bottom panel the settings window gets clipped a bit but the help and close buttons are now fully visible, see attached.
