I cannot reproduce this on Ubuntu Karmic 9.10. I'm using an English language setting and an Australian locale. Ilmari - what are your language and locale settings?

The help app still displays the help file pages normally though.
If I select "About this Document" and scroll down and select "GNOME Feedback Page" (under the Feedback heading), then I get a message box which says "Unable to load page. The requested URI "ghelp:gnome-feedback" is invalid". Nothing further is printed in the terminal though. However I think this bug has already been reported.
