Actually, although I really prefer Dolphin to Konqueror, I vaguely agree with steph_Z. The people who want Dolphin will probably get the KDE4 variant of Hardy, anyway. And a file manager is rather critical to the whole platform, so we should really have a default that is actively maintained.
That said, it's no big deal. D3lphin works quite well, on the whole, and Konqueror is still there if people do want to use it.
