Try this:

1.backup this file to somewhere else /usr/share/hal/fdi/policy/10osvendor/20-storage-methods.fdi

2.delete it in the terminal:
sudo rm /usr/share/hal/fdi/policy/10osvendor/20-storage-methods.fdi

3.restart HAL service:
sudo service hal restart

Then re-plug USB drive
