libcr0 recommends blcr-dkms which does not work with kernels newer than 2.6.38 for 0.8.4 and 2.6.35 with 0.8.2-12 (see bug 804943)
libcr0 is pulled in by mpi implementations though it very likely is optional.
To reduce the number of issues casual users encounter the recommend on blcr-dkms should be removed.

Likely libcr0 will then be useless but given that the module never built since natty this is no regression.
