remove recommends on blcr-dkms

Impact: libcr0 recommends blcr-dkms which does not work with kernels newer than 2.6.38 for 0.8.4 and 2.6.35 with 0.8.2-12 (see bug 804943)
libcr0 is pulled in by mpi implementations though it very likely is optional.
To reduce the number of issues casual users encounter the recommend on blcr-dkms should be removed.

TEST CASE:
apt-get install libopenmpi1.5-2 --install-recommends
 -> pulls blcr-dkms and the module fails to build

Fix: replace recommends with suggests

Regression Potential:
given that the module never built since natty this is no regression even if libcr0 is useless without the module
