Binary package hint: bash-completion

In connection with the slimming down of shipped changelog files, new functionality was added to apt version 0.8.9ubuntu2:

  apt-get changelog apt | grep 'apt-get changelog'

ideally bash-completions should allow tab completion for the new commands "apt-get changelog" and "apt-get download".
