Omar, the statement you made see link below, is not correct. It fails to report the Kernel bug because the user is on an older kernel and can not report a bug on the updated kernel. This has nothing to do with installing*
The only way to get the info needed onto bug report you need to file bug without apport/ubuntu-bug than run apport-collect bug#

also didn't know there was a PPA for Apport or kernel
