The file you're referring to, hal_lpadmin does not exist on my system.
The files present in the /usr/lib/hal/scripts directory are:

hal-luks-setup hal-system-power-suspend
hal-luks-teardown hal-system-power-suspend-hybrid

hal-system-killswitch-set-power hal-system-wol-enabled
hal-system-lcd-get-brightness hal-system-wol-supported
hal-system-lcd-set-brightness libgpod-callout
hal-system-power-hibernate linux

It is possible it got cleaned as part of the usual upgrage I did yesterday.
