Adding the icon to upstream and dropping the one in ubuntu-mono & Humanity package would be the right way to do it.
 - We are updating the apport branding.
 - This is a bit more work, but better in the long run. If we move to a different default theme at some point we would not have to revisit this issue.
 - When we did the ubuntu-mono/humanity red one it was just meant for the top panel. But we ended up dropping the apport icon from showing up in the top panel. So removing the icons from both ubuntu-mono and Humanity would be the best way to do it. Otherwise the humanity icon would be used even if ubuntu-mono icon is removed.
 - Even if users change themes this new icon would be used, otherwise the red one would keep being used for themes falling back to Humanity. Of course, icon themes can have their own replacement.
