First check whether the idea is already registered <https://launchpad.net/ubuntu/+specs>, and if so, contact the specification's drafter about your ideas. You'll probably want to discuss it in forums first. Also, please note that what is ergonomic for right-handed users may be much less so for left-handed users.

I'd recommend submitting a specification for a configuration manager that will handle such changes, without requiring the user to manually edit config files.

I'm closing this bug out, as it's not so much a bug report as a feature request.
