No government can ensure people don't take guns grocery shopping, government law enforcement are done after the fact. A criminal or otherwise negligent person in switzerland may not keep thier weapons locked up.
This is how you are putting the cart before the horse or rather the gun before the negligence.
I'll prove it to you: the woman with the gun in her purse did not have a permit to keep it there. There, it was illegal. The government made law, the negligent person didn't follow it. See how that doesn't work? Same thing here, same thing over there.
