Maximized windows don't fill the whole screen

Bug Description
When using an external monitor (resolution 1280x1024) connected to my laptop, maximized windows don't fill the whole screen, only the part of the screen that matches the resolution of the internal monitor (1280x800). I have a similar problem when using the zoom function of the visual effects, only the top 800 lines of the screen are zoomed.
I can solve this by running every time I log in:
xrandr --output LVDS --below VGA
xrandr --output LVDS --off
I have an Intel 945 video card.
