It is not a "Cinnamon issue"; I am using Mate without Cinnamon ever being installed and have identical problems. Oddly, some users report complete loss of functionality, while others report the ability to resume after various keyboard sequences. For me, the system requires a hard reboot, even though the mouse still moves the cursor without accepting further input.
