Thanks for the response. We normally just ship the upstream help, and direct translators to work on it in upstream, because
a, we don't have the infrastructure to properly export them to Ubuntu packages
b, help in general is too big of a work to split translators efforts.

Therfore I'll disable the template, and ask translators to send their work to the upstream project (and translate ubuntu-help :)).
