system language setting goes wrong after installing system

There is no issue in Installing process at the ubiquity for locale settings
I set up locale as this in ubiquity

locale : seoul
language : Korean
keyboard : Korean(101/104)

but, At the first boot up after installation
System shows me wrong language setting
In the Language & Region
It should have shown to me a Korean instead of English (United States)

There is a similar issue in Ubuntu 15.10 , too

Re-open this issue only for Ubuntu GNOME 15.10
All other Ubuntu 15.10 versions are corrected this issue by tzsetup fixing

but, Ubuntu GNOME 15.10 has unique issue by "language support" package
language support package includes a lot of packages to install to set input method and language package properly
it contains

language-packge-gnome-ko
fcitx
fcitx-hangul
and lots of packages needed by these packages

Ubuntu GNOME doesn't load language support by default
and, it makes this result ,this issue
although, Ubuntu 15.10 has released, this issue is still alive in Ubuntu GNOME 15.10

It was resolved , I reopened this issue beacuse it was occurred again, but it was occurred from the local server merging issue.
it was installed and performed clearly.
this issue was resolved.
