It's very unlikely that you'll encounter documents which contain
U+F001/U+F002. The reason for codepoints being granted for the ligatures
was to allow a one-to-one mapping from legacy encodings which included
the characters, such as Windows CP-1252. They are just presentational
forms so they won't have been widely used in real Unicode documents at
the time
