From that discussion it would appear that it is not solely restricted to the Ubuntu Font Family; and occurs with (some?) other fonts all as a result of the Smart Quotes feature in:
Edit > Substitutions > Smart Quotes.
Is it that you are typing " ' ", which is being "smartly" converted to " ’ ", yet displayed as '⁹'; does this occur with any other fonts on the system which you have installed? (Perhaps we can find some commonality.
