There's a hint that somebody has seen something similar with Apple Pages 5, where they get superscript eight '⁸' (U+2078) aswell. Superscript eight has the Unicode codepoint one lower, and so probably the opening ‘single smart quote’):
I also found a reference to MS Outlook on Mac OSX replacing single and double quotes with superscript 1,2,3, but I think that's something different purely down to email and eight-bit encodings! As the same can occur with Thunderbird too:
