Sorry, Dimitri, I missed your question.
It is a good choice to have both ins files.
1. The ins file under / is used when IPLing the CD/DVD in the HMC - and the z Systems users are used NOT to enter an additional path, just IPL the DVD.
2. The ins file under /boot is required for those users who are copying the content of /boot to their own ftp server.
Thus I recommend to have both ins files.
