I think that for a consistent look and feel across all Ubuntu sites the secondary navbar should look like on the Ubuntu website, for example: http://www.ubuntu.com/ubuntu
As you can see the vertical separators are there. There are some minor differences that we should iron out in the secondary nav bar:
* There is a strange padding at the bottom
* Add the ">" button next to the search box
* Make the search box borders the same
* Replace the GO button next the language with the same ">" as search
* (Maybe) the language selector should be pulled to the right (in bootstrap lingo)
