Look and feel issues in nav-secondary

Bug Description

For consistent look and feel across Ubuntu sites it would be great to iron out some differences in the secondary nav bar, as compared to:
http://www.ubuntu.com/ubuntu

* [fixed in another branch] Remove strange padding at the bottom
* [fixed in another branch] Add the ">" button next to the search box
* Replace the GO button next to the language selector with the same ">" as next to search box
* Make the search box the same
* The gap between the left and right panels is slightly bigger on the web gallery

Hi Robin, thanks for your suggestion!

I think that for a consistent look and feel across all Ubuntu sites the secondary navbar should look like on the Ubuntu website, for example:
http://www.ubuntu.com/ubuntu

As you can see the vertical separators are there. There are some minor differences that we should iron out in the secondary nav bar:
* There is a strange padding at the bottom
* Add the ">" button next to the search box
* Make the search box borders the same
* Replace the GO button next the language with the same ">" as search
* (Maybe) the language selector should be pulled to the right (in bootstrap lingo)

I am happy either way with the border or no border. I do agree that we should try to remain consistent with other Ubuntu sites too which has those borders.

@robin I'm in favor of preserving the look and feel but I'm by no means an authority on this stuff. Since Jono doesn't mind either way, if you insist that it's better to not have border, then you have my blessing too. I'm assigning this to you now if you don't mind ;)

+ one more difference I noticed from ubuntu.com: the gap between the search box part and the main part is bigger on the web gallery

I'll look into this at the start of next week. I think what really annoyed me was that padding on the borders. I'll try fixing that, looks much better on ubuntu.com.

Robin, FYI, as a side effect of my cleaning up of ubuntu_website (now renamed ubuntu_theme) some of the issues with the secondary navbar reported in this bug "got resolved" too. I updated the description accordingly. Start your work from the trunk, the css/images/etc are much cleaner now.
