The reason in CI it's not seen because in CI rhosp-openvswitch(provides of rdo-openvswitch[1]) is installed https://opendev.org/zuul/zuul-jobs/src/branch/master/roles/multi-node-bridge/vars/CentOS.yaml#L4

rdo-openvswitch installs network-scripts-openvswitch as a dependency. https://review.rdoproject.org/r/#/c/25371/ should fix it for real.
