[CentOS-8] nothing installs network-scripts-openvswitch package

Hello there,

We apparently have a dependency issue at some point: we're missing the network-scripts-openvswitch package, which is needed by os-net-config during the NetworkConfig step (early in the deploy).

After some pokes and searches, it appears the upstream CI job "periodic-tripleo-ci-centos-8-scenario002-standalone-master" does have this package for some reason, but while trying to deploy on my lab, using the packages from «tripleo-ci-testing» and default delorean-deps (https://trunk.rdoproject.org/centos8-master/deps/latest/), nothing pulls that package.

The reason in CI it's not seen because in CI rhosp-openvswitch(provides of rdo-openvswitch[1]) is installed https://opendev.org/zuul/zuul-jobs/src/branch/master/roles/multi-node-bridge/vars/CentOS.yaml#L4

rdo-openvswitch installs network-scripts-openvswitch as a dependency. https://review.rdoproject.org/r/#/c/25371/ should fix it for real.
