Comment 2 for bug 1441875

Looks like its a problem with the neutron package being produced by delorean

[root@localhost ~]# ls -l /usr/share/neutron/neutron-dist.conf /etc/neutron/neutron.conf
-rw-r-----. 1 root root 1322 Apr 9 10:36 /etc/neutron/neutron.conf
-rw-r-----. 1 root root 469 Apr 9 01:26 /usr/share/neutron/neutron-dist.conf

neutron can't read those files
I guess the problem was introduced here, https://review.gerrithub.io/#/c/229162/
the package maintainer is looking into it so we should have a fix soon.
