Neutron fails to start in the seed with a PermissionDeniedError

For some jobs the neutron-server service in the seed does not start with an error in the log raising a PermissionDeniedError from oslo_config when attempting to open one of its config files: /usr/share/neutron/neutron-dist.conf,/etc/neutron/neutron.conf

Looks like its a problem with the neutron package being produced by delorean

-rw-r-----. 1 root root 469 Apr 9 01:26 /usr/share/neutron/neutron-dist.conf

neutron can't read those files
I guess the problem was introduced here, https://review.gerrithub.io/#/c/229162/
the package maintainer is looking into it so we should have a fix soon.
