Bug Description
I have a keyboard with Arabic and English and both languages are installed correctly but after I changed my default language to English and applied for login screen, guest account and new users, they don't appear anymore in Region & Languages! (see attached screenshot).

In fact what happens is that if you try to install again a language you know it's there, they all show up.
If I go back to All Settings and then to Language and Region, it looks ok. If I close Settings completely, the same happens.
