Unable to add languages if installed with English

Bug Description
Install Freya (Final or betas) using default US english, US keyboard and e.g. NY timezone.
Now, trying to "Install more languages...". Any language that you try to install will not install, even after logging out or rebooting, entering admin password when requested.
After a reboot the list of installed languages turns up blank... Even the English is not listed anymore.
After trying to install any new languages again, English will once again show up in the list, but not your desired languages.
This is easy to recreate and always consistent.
The locale plug is unfortunately quite messed up in many ways, and unfortunately a major show stopper for any international users.
