Language don't show in Language & Region settings

Bug Description
When installing Freya i choose Swedish as language and swedish as keybord mapping. Keybord works just fine but when opening "Language & Region" i dont see my selected language (Swedish). If i then click install new language my language appears without installing anything. If i close "Language & Region" and reopen there is nothing!

Some part of Freya shows up in swedish some parts don't. I suppose this is not a bug and depends on translating not beeing compete?
