Once the Jammy Server installation finished successfully, I applied the latest updates and IPL'ed the test server.
I then used the command "resolvectl status" to inspect the status of the static IP DNS server. Indeed the desired 10.10.10.10 address is listed there. Evidently just a display issue within subiquity.
