Several people already asked for this, but I don't think this will happen very soon, because there is no time for maintaining another application (beside Shutter). Adding an optional argument (e.g. "shutter --drawingtool image.jpg) seems the only possibility to implement that more quickly.
I will think about it when there is more time.
