[Wishlist] making Shutter Drawing Tool an independant app

Bug Description
Dear Shutter devs, first of all thank you for your excellent app.
I just discovered that Shutter Drawing Tool could also be used on any image, even those not taken by Shutter (e.g. right-click on an image in your file browser, then "open with" Shutter, then click on the "Drawing" button), and I find it excellent, simple and powerful.
As it meets a need that is AFAIK not filled by other Linux simple drawing apps (Pinta, KolourPaint..), I am thinking about the possibility to make Shutter Drawing Tool an independent app.
It would :
- start faster (no need to load all libraries related to screenshots)
- be easier to use ("open with" Shutter would directly open the Drawing Tool, no need to click on the "Drawing" button)
To avoid forking Shutter, maybe it would be possible to add in next releases of Shutter :
- an argument (e.g. "shutter --drawingtool image.jpg) that would only open the Drawing Tool
- a "Shutter Drawing Tool" shortcut in "open with" menu (same way as Shotwell behaves: a "Shotwell Photo Manager" in Applications menu, and a "Shotwell Photo Viewer" in the "open with" menu).
Hope this suggestion will help make Shutter even more useful ! :)
Several people already asked for this, but I don't think this will happen very soon, because there is no time for maintaining another application (beside Shutter). Adding an optional argument (e.g. "shutter --drawingtool image.jpg) seems the only possibility to implement that more quickly.
I will think about it when there is more time.
